PHP shipped 8.5.12, 8.4.27, 8.3.36 and 8.2.35 for two unauthenticated remote-code-execution bugs, and exploit attempts began before the patches were public

The 21 October security release fixes CVE-2026-109618, in which out-of-memory handling interrupts PHP while request data is only partly initialised, and CVE-2026-109619, in which request state survives after its memory is freed and is reused by the next request on the same worker; the PHP team says the risk is highest for mod_php, where a demonstrated exploit fires before any application code runs, that there are no complete mitigations, and it published minimal source backports for the unsupported 7.4, 8.0 and 8.1 branches. Cloudflare reported thousands of exploit attempts in the ten hours before disclosure and millions within hours after, Amazon says its MadPot honeypots logged a first attempt on 17 October, government sites across Europe and the UK were taken offline while operators patched, and the PHP Foundation accused Chainguard of publishing patched builds before the agreed deadline.

why it mattersEvery PHP process you run or host, including the WordPress marketing site and the old admin tool, needs the patched version today rather than a WAF rule, and anything still on 8.1 or older needs a vendor backport or a rebuild from the PHP team's branches.

Anthropic donated the Agent Skills standard, its GitHub organisation and the agentskills.io domain to the Agentic AI Foundation

The 22 October donation puts the SKILL.md format Anthropic published in December 2025 under the same Linux Foundation body that already holds MCP, with engineers from Anthropic, Google, OpenAI and other companies as maintainers acting as individuals and David Soria Parra and Mahesh Murag as lead maintainers; the format itself is unchanged and the proposed roadmap is versioned releases, a formal proposal process and security guidance for skill authors. Anthropic says more than 70 agent platforms, including ChatGPT, Cursor, GitHub Copilot and VS Code, have integrated the standard, with 1 million skills published and nearly 280 million installs, all vendor-reported figures.

why it mattersSkills you write for one agent are now governed by a neutral body rather than one vendor's roadmap, so it is safe to standardise your team's agent instructions on the SKILL.md format and to expect versioned releases you can pin to.

OpenAI made its Decisions API generally available at $0.10 per million input tokens, with output tokens free and up to 400 questions per request

The API, shown at DevDay on 29 September and in beta since 6 October, runs a reconfigured GPT-6 Luna that answers classification and routing questions over text, images and structured input in 100 to 180 milliseconds, against one to three seconds through the Responses API, and now adds prompt caching at $0.01 per million cached tokens, US and EU inference residency and native JSON and image inputs. Box, Datadog, Ramp and Speak tested it; OpenAI's product lead Nikunj Handa told TechCrunch the model was not trained as a decision model and that training may come later, and on the Artificial Analysis Decision Index it ranks 14th behind TypeSafe's Jev and others.

why it mattersThe routing, triage and guardrail checks inside your agents that you have been running on a general chat model now have a dedicated tier that bills only input, so move those calls and measure latency and accuracy against Jev before committing.

Frontier models found the decade-old PHP memory-safety bugs behind PHP2Shell, and two teams reached unauthenticated remote code execution within days

Wiz Research says it found the first flaw on 19 August using its Atlas agent with Gemini 4 Argon and GPT-5.6 Sol, confirmed pre-authentication remote code execution against Drupal on 20 August and WordPress on 21 August, and reported to the PHP security team on 24 August; the bugs sit in PHP's handling of out-of-memory and fatal errors and go back to PHP 5.4, and Wiz credits Argon with a significant role in discovery, exploit development and patch validation. OpenAI says the red-teaming firm Calif independently reported a route to remote code execution on 11 August using GPT-5.6 Sol under its Patch the Planet programme, and coverage also names Chainguard as a separate finder.

why it mattersMemory-safety bugs that fuzzers and human auditors missed for a decade are now within reach of off-the-shelf models, so budget for a run of critical disclosures in every C codebase you depend on, and assume attackers are pointing the same models at your own native code.

France's 10-year bond yield crossed 5% for the first time since 2002, two days before Moody's scheduled review of its Aa3 rating

The 10-year OAT rose above 5% shortly before 11:30 in Paris on 21 October and its gap to German Bunds widened to the largest in about 15 years, as investors doubted that the government can pass the 2027 budget after a weekend of riots and with public debt near 120% of GDP; French yields have risen faster than other G7 bonds in the autumn sell-off. Moody's, the last of the three big agencies to keep France in the double-A band, publishes its decision on Friday evening, and Fitch and S&P already rate the country A+.

why it mattersA Moody's cut on Friday would leave France rated single-A by all three agencies and push index-constrained funds to sell, so treat French OATs and the euro as the live stress point into the ECB's 29 October meeting.
